When you cannot do something, a notice above the list says why. What you may do depends on the account you logged in with and on the review.

When the licence has expired
Section titled “When the licence has expired”When the licence of the project has expired, the notice says so, with the date, and that a project admin can renew it on the web. The project is read-only then, whatever your role. Later the project is locked. If you try to write anyway, Kroons says This project’s licence has expired, so it is read-only. A project admin can renew it on the web. or This project’s licence expired a while ago and the project is locked. A project admin can renew the licence on the web. See When a licence expires.
