The steps

Each step is a kind of comment in the markup’s thread:

issue	(new markup)	Open	Exactly one per markup, written with the markup
comment	any state	unchanged
solution candidate	Open	Proposed	Needs at least one file
accept	Proposed	Solved
refuse	Proposed	Open	The text is required
reopen	Solved	Open

The thread is the complete history of the markup.

Markup ids

An id such as HD-018 is the project prefix and a number. The number runs per project, so a markup keeps its id across reviews: a markup carried over to the next review keeps its id and its thread.
